Thanks to some new information I have discovered this was probably a 1980's commerically available retail poster

light crease line just above the horizontal center fold line

Surface is fairly wrinkled casuing a few small white print cracks and crease lines

three pinholes just above the “Don’t” text and one above the “W” in the “Waste”
